Why the European Health Insurance Card does not cover Türkiye
Many Europeans carry an EHIC and assume it travels with them. For a dental trip to Türkiye it does not help, for two separate reasons.
The European Health Insurance Card is valid in the 27 EU countries, Iceland, Liechtenstein, Norway, Switzerland and the United Kingdom. Türkiye is not on that list. And in any country, the card does not cover costs when you travel for the express purpose of obtaining treatment. For planned All-on-6 in Türkiye, the EHIC therefore plays no part; look at travel insurance terms instead.
The European Health Insurance Card is one of the quiet successes of European cooperation. Millions of people carry it, and it means a broken wrist on a skiing holiday in Austria or a fever in Portugal can be treated in the public system as if you lived there. It is natural to wonder whether it helps with a dental trip to Antalya. It does not, and understanding why helps you plan the insurance side of the trip properly.
Reason one: Türkiye is not a member country
The European Commission describes the card as valid in any of the 27 EU countries and in Iceland, Liechtenstein, Norway, Switzerland and the United Kingdom. Türkiye is not on that list. It is a candidate for EU membership and has close ties with Europe, including social security agreements with some countries, but it is not part of the EHIC system. A Turkish hospital will not accept the card, and your insurer at home will not reimburse costs in Türkiye on the strength of it.
Reason two: the card is never for planned treatment
Even inside the countries where the EHIC works, it has a clear limit. The Commission’s wording is that it covers medically necessary, state-provided healthcare during a temporary stay, and that it does not cover costs if you travel for the express purpose of obtaining medical treatment. The card is for the unexpected. Planned treatment abroad follows different rules, which inside the EU include prior authorisation schemes and the cross-border healthcare directive; our article on the directive and Türkiye explains why those also stop at the EU border.
So for planned All-on-6 in Türkiye, both reasons apply. The card plays no part.
What about bilateral agreements?
Some European countries have social security agreements with Türkiye that date back decades. Germany’s and Austria’s are examples. They generally deal with care that becomes necessary during a stay, provided in certain state facilities and according to Turkish rules. They are not designed to pay for treatment at a private dental clinic that you planned before leaving home. If your country has such an agreement, ask your insurer what it covers; do not assume it helps with dental work.
Travel insurance: read the exclusions
Because the EHIC does not apply, travel insurance matters more than usual. But many travel policies exclude exactly the situation a dental patient is in: travelling for planned medical or dental treatment, and any complications arising from it. Others exclude existing conditions unless declared. Some specialist policies are designed for medical travel. Before buying, read the policy wording, not just the summary, and look for:
- an exclusion for trips taken to receive treatment, or for elective or cosmetic procedures;
- an exclusion for complications of such treatment;
- whether Türkiye is in the geographical area covered (some “Europe” policies include it, some do not);
- what you must declare about your health and the purpose of the trip.
Ask the insurer in writing whether you are covered for unrelated illness or injury on a trip that includes dental treatment, and whether anything to do with the treatment itself is covered. A clear written answer is worth more than a phone call.
Who pays if something goes wrong with the treatment?
Complications of dental implant surgery, such as infection or a loose temporary bridge, are normally dealt with by the treating clinic while you are in Antalya. That is one reason a clinic should give you a way to contact it after hours. Ask before you book what happens if a problem appears during your stay, and what happens if it appears after you are home. Precious Dental’s guarantee terms are published on its guarantee page, and our chapter on risks explains the complications that can occur and how often.
Emergencies are still emergencies
None of this changes what to do in a real emergency. If you have heavy bleeding, swelling that affects breathing or swallowing, or a high temperature, seek urgent help immediately. In Türkiye the emergency number is 112, as it is across the EU. Payment questions come afterwards.
A practical plan
- Accept that the EHIC will not help with this trip.
- Buy travel insurance that covers Türkiye, and read its exclusions for planned treatment.
- Declare the purpose of the trip if the insurer asks, and keep its written answer.
- Ask the clinic how it handles complications during your stay and after you return.
- Keep the clinic’s phone and WhatsApp numbers with you throughout both trips.
A worked example
Consider two trips. On the first, a German patient flies to Mallorca on holiday and breaks a tooth on an olive stone. She presents her EHIC at a public health centre and receives necessary treatment on the same terms as a Spanish resident. On the second, the same patient flies to Antalya for All-on-6. Her EHIC plays no part: Türkiye is not a participating country, and the trip is for planned treatment. If she falls on the hotel stairs, her travel insurance should cover that, provided it covers Türkiye and does not exclude the trip. Problems with the implants themselves are handled by the clinic under its terms.
Questions to ask a travel insurer
- Does the policy cover Türkiye?
- Am I covered for unrelated illness or injury on a trip that includes planned dental treatment?
- Is anything related to the dental treatment itself covered?
- Do I need to declare the treatment, or existing conditions, when buying?
- What emergency assistance number do I call from Türkiye?
Ask for the answers by email, and keep them with your policy documents. If the insurer says something is covered, ask it to point to the clause in the policy; if it says something is excluded, ask which clause. That way you know exactly where you stand before you travel.
Specialist medical travel insurance
Some insurers offer policies designed for people travelling for treatment, which may cover certain complications or the cost of extra travel if something goes wrong. They vary a great deal. If you consider one, read exactly what is covered, the limits and the exclusions, and whether it is valid for dental treatment.
What to keep in your wallet
For the trip, carry your travel insurance card or policy number and its emergency phone number, the clinic’s phone and WhatsApp number, and a list of your medicines. Leave the EHIC at home if you like; it will not be used in Türkiye.
The UK GHIC
UK residents now have the Global Health Insurance Card, which replaced the UK-issued EHIC for most people. The idea is the same: necessary state healthcare during a temporary stay in covered countries, not planned treatment. Türkiye is not covered by it. The NHS explains who can apply and where the card can be used.
If you live outside the EU and UK
Readers from Ukraine, the Gulf or elsewhere do not have an EHIC at all, and their own national schemes vary. The practical advice is the same: buy travel insurance that covers Türkiye, read its exclusions for planned treatment, and ask the clinic how it handles complications.
In short
- The EHIC is not valid in Türkiye.
- The EHIC never covers travel for the purpose of treatment, anywhere.
- Travel insurance often excludes planned treatment; read the wording and ask in writing.
- Ask the clinic how complications are handled, before you book.

Questions readers ask
Is the EHIC valid in Türkiye?
No. The European Commission lists the EU countries, Iceland, Liechtenstein, Norway, Switzerland and the United Kingdom. Türkiye is not included.
Does the EHIC cover planned treatment anywhere?
No. It covers medically necessary state healthcare during a temporary stay. It does not cover costs when you travel for the express purpose of obtaining treatment.
What about the UK GHIC?
The UK Global Health Insurance Card follows the same idea: necessary state healthcare during a temporary stay in covered countries, not planned treatment. Türkiye is not covered by it either.
Will travel insurance cover complications of dental treatment?
Often not. Many policies exclude trips taken for planned medical treatment and their consequences. Read the exclusions and ask the insurer in writing.
What if I fall ill on the trip for an unrelated reason?
That is what ordinary travel insurance is for. Make sure your policy covers Türkiye and that you declare the purpose of the trip if asked.
